Germany's BSI (Bundesamt f�r Sicherheit in der Informationstechnik) is Europe's leading authority on quantum-safe cryptography, publishing comprehensive technical guidelines and migration recommendations. BSI takes the position that the question is not "if" or "when" quantum computers arrive, but preparing now for the "post-quantum era." BSI guidelines (Technical Guideline TR-02102-1, updated January 2025) recommend hybrid cryptography combining classical and PQC algorithms for all deployments. BSI joined 18 European nations in November 2024 joint statement on PQC standardization. BSI recommends FrodoKEM, Classic McEliece for KEMs; ML-DSA, SLH-DSA, LMS/HSS, XMSS for signatures; and mandatory cryptographic agility. BSI launched the QUANTITY initiative with German Aerospace Center (DLR) to evaluate cryptographic security against quantum algorithms. Germany's Bundeswehr deployed quantum encryption across its 13,000km fiber network, making it a global leader in government PQC implementation.
Germany recognizes quantum computers as a serious threat to public-key cryptography. BSI commissioned studies showing cryptographically relevant quantum computers could emerge within 16 years, possibly sooner. Germany aims to be global leader in quantum technologies per Chancellor Scholz. Without immediate action, German industry (particularly automotive and manufacturing) faces massive legacy system challenges. BSI survey found worrying lack of awareness - only 28 responses from 150+ companies queried, showing quantum threats are "widely underestimated."
German government and military achieve quantum security ahead of most nations. Bundeswehr's quantum-encrypted network protects defense communications. German companies like SAP, Infineon lead in PQC product development - Infineon received world's first Common Criteria EAL6 certification for PQC implementation in security controllers (January 2025). However, many German private sector companies lag behind, creating competitive risk. BSI's technical authority influences EU-wide quantum security standards.
