Singapore NQSN+ (National Quantum-Safe Network Plus)

What

Singapore's National Quantum-Safe Network Plus is a nationwide quantum security infrastructure initiative launched in 2023 by Singapore's Deputy Prime Minister. Led by IMDA (Infocomm Media Development Authority) with Centre for Quantum Technologies (CQT) at National University of Singapore, NQSN+ builds on 10+ years of quantum research to deliver commercial quantum-safe communications across Singapore by 2030. The program partners with telecom operators Singtel, SPTel, and SpeQtral to deploy QKD networks, making quantum security accessible to all businesses. Singapore released the Quantum-Safe Handbook and Quantum Readiness Index (QRI) in October 2025 through CSA (Cyber Security Agency), providing detailed migration guidance for critical infrastructure owners. Singapore co-leads ITU international QKD standardization with Japan and published Singapore's first QKD Reference Specification. The initiative aims for global interoperability with like-minded countries and positions Singapore as Southeast Asia's quantum security leader.

Why

Singapore recognized early that quantum threats endanger its status as a global financial and technology hub. With Asia's highest digital connectivity and critical role in international finance, Singapore must protect cross-border data flows and maintain trust. The NQSN+ provides quantum security as essential infrastructure, like roads or power grids, ensuring businesses can adopt quantum protection without building it themselves.

Impact

Singapore becomes the first country in Southeast Asia with nationwide commercial quantum security infrastructure. Financial institutions can secure SWIFT transactions and cross-border payments against quantum threats. The Digital Connectivity Blueprint targets quantum-safe Singapore by 2030. International standardization leadership ensures Singapore's approach influences global quantum networks, enabling seamless quantum-safe connectivity with trading partners worldwide.
